Kind: Cost control key to health care reform

.
When the topic of health care reform comes up, most people think about universal coverage and ensuring access to care.

But U.S. Rep. Ron Kind, D-La Crosse, Wis., argues that the most important issue is cost.
For us to have any hope to getting back to balanced budgets in the future, weve got to do health-care reform, Kind said in an interview last week, because thats the fastest and biggest growing area of federal spending, and it will literally chew up every dollar of federal spending until we start making an adjustment.

The New Democrat Coalition, a group of 70 self-described centrist Democrats in the House of Representa-tives, last week made public a prescription for health-care reform.

Kind is vice chairman of the group. It listed three principles that make up true reform:

  • Increasing access to care.

  • Improving health outcomes.

  • Containing costs for Americans, and reducing costs to the economy.

Kind said it will be necessary to revamp the entire system by which health care institutions are reimbursed for their services.

He said the emphasis must change from paying for specific services to paying for positive health outcomes.

But the system needs some new tools before we can get there.

    To get to an outcome

quality-based or evidence-based system, youve got to have the health information technology in place, he said. You have to be able to do the comparative effectiveness studies, so you get the data to show us what does work and what doesnt.

But Kind said it is not so government can dictate what decisions are made between a doctor and patient. Its so the doctor and patient are empowered with information so they can reasonably make decisions on what they want in health care. Thats whats been lacking in our health care system.

He cited a recent report by the McKinsey Global Institute that said Americans spend $650 billion more on health care than they need to.

Thats $650 billion that we cant show any bang for the buck in health care treatment, Kind said.

    Sowing the Seeds of Reform

In 2007, Ron Kind took on powerful and entrenched special interests in an effort to reform our farm and food policies to be more equitable for family farmers and for taxpayers.
